The criminal is a starting NPC in the game.
They reward 1 fame and 150 experience, and have 50 health. The quest for them is given by the Injured Man. Once obtaining the quest, you are required to defeat 15 criminals. Upon completion of the quest, you receive $250 and 2500 EXP.
