Electoplant is a pro hero NPC who is located near the destroyed city, along with Crust and Slidin Go. Defeating him would reward you $1,250 cash, and 60,000 XP, as well as -20 fame. You can get a quest from Toga to kill 15 pro heroes, rewarding you with $8000 cash and 600,000 XP.
