The UA Students can be found in the UA High School, next to the hospital and hero agency. There is a quest given by the Suspicious Character to defeat 15 UA Students, in which he will reward the player with 1500 cash and 50000 xp. When killed, They give $100 Cash, 1000 EXP and -5 fame.
